NASA is not willing to put all the money needed to complete the International Space Station, so it will only support some of its initial purposes. Recently, Russian, Canadian, European and Japanese space agencies have accepted NASA's intentions. This means that they will never finish the orbiting platform that is now halfway, so the crew can never be 7 people, even if they wish it at first. Instead, they want to launch several research modules and believe that in 2009 there will be 4 members.
