With the end of the Cold War it is believed that many scientists working in the military industry of the USSR will be left without work. Another reason for this to happen is: The serious economic situation of the USSR. Unemployed scientists include nuclear experts, some of whom have developed Soviet nuclear weapons.
This has generated major concerns in Western security agencies. Once all these scientists have run out of work, any state that wants to develop nuclear projects will have little trouble getting the necessary technicians, as long as it has enough money to pay. The Nuclear Harma Non-Proliferation Pact, together with the dispersion of the Soviet nuclear arsenal, adds a new difficulty.
